In theory, it might be possible. There's enough open course material out there to cobble together lectures up to maybe a junior/third year level (unfortunately, senior/fourth year level material does require more rigorous engagement with profs in seminars).
Here's a few suggested courses on political theory (for MOOCs like edX or Coursera, you can enroll as an audit and watch lectures and access course materials for free):
-
Justice, Prof Michael Sandel (Harvard) (Youtube version)](https://www.youtube.com/playlist?list=PL30C13C91CFFEFEA6)
-
Moral Foundations of Politics, Prof Ian Shapiro (Yale)
-
Revolutionary Ideas: Utility, Justice, Equality, Freedom, Prof Alexander Guerrero (Rutgers)
-
Revolutionary Ideas: Borders, Elections, Constitutions, Prisons, Prof Alexander Guerrero (Rutgers)
-
Introduction to Political Philosophy, Prof Steven Smith (Yale)
-
Introduction to Political Theory, Prof Mithilesh Kumar Jha (IIT Guwahati)
-
Introduction to Modern Indian Political Thought, Prof Mithilesh Kumar Jha (IIT Guwahati)
The following are paid lectures, but, I highly, highly recommend you to see if your local library might have these, or if it can do interlibrary loans for you (otherwise just get them from Audible):
-
Power over People: Classical and Modern Political Theory, Prof Dennis Dalton
-
The Modern Political Tradition: Hobbes to Habermas, Prof Lawrence Cahoone
-
Tocqueville and the American Experiment, Prof William Cook
-
Books That Matter: The Prince, Prof William Landon
-
