Hybrid remote is difficult (some people in the office, some remote), because it is difficult to find a way of working that gives the remote people equal chances to contribute, without making it feel extra inconvenient for on site people.

Maybe your company adapted this model without an explicit decision, maybe without being aware of the consequences. That's why they are not putting effort into forming an overall company culture. If they were conscious about remote work, they would have taken actions even before the pandemic.

With the pandemic, they just continue (not) doing the same as before.
